Dominion Energy Marine Control Center: Powering the Future of Offshore Wind

Off the coast of Virginia Beach, 176 wind turbines are rising from the Atlantic as part of the Coastal Virginia Offshore Wind (CVOW) project, the largest offshore wind farm currently under construction in the United States. At the center of this transformative initiative is Dominion Energy’s Marine Control Center (MCC), a state-of-the-art command hub designed to support one of the most ambitious renewable energy projects in the world.


Recently completed by Balicore Construction, the 28,000-square-foot Fairwinds Landing CVOW Operations Building is the largest wind monitoring facility of its kind in the United States and the second largest globally. Purpose-built for offshore wind operations, the LEED Silver-certified facility serves as the central hub for turbine monitoring, marine coordination, and long-term maintenance planning.


A Fully Integrated Operations Hub

The Marine Control Center was designed to support both onshore and offshore teams, accommodating more than 45 shore-based personnel and up to 60 vessel-based staff at any given time. From advanced monitoring stations, Dominion Energy’s teams track real-time turbine performance, marine activity, and weather systems across all 176 turbines located 27 miles offshore.


Beyond office space, the Fairwinds Landing complex delivers a fully integrated operations environment. The facility includes over 17,000 square feet of warehouse space for critical equipment and spare parts, along with 950 feet of pier frontage. This allows service vessels to stage, dock, and deploy directly from the site, streamlining logistics, reducing downtime, and maximizing operational efficiency.


Driving Economic and Industry Impact

The Marine Control Center represents more than a critical piece of infrastructure, it is a significant investment in the Hampton Roads region. Construction of the facility created skilled local jobs, and ongoing operations will continue to support hundreds of positions, further positioning Norfolk as a national hub for offshore wind expertise.
